Security Tripartite Alliance for Responsible Outcome Based Contracting (STAR)

The Security Tripartite Alliance for Responsible Outcome Based Contracting (STAR) was launched on 4th November 2022 by Minister of State, Ministry of Home Affairs (MHA) Ms Sun Xueling.

The Alliance comprises of the Union of Security Employees (USE), Security Association of Singapore (SAS), Association of Certified Security Agencies (ACSA) and Security Systems Association of Singapore (SSAS) and is supported by the MHA.

STAR was set up to be the one-step platform for grants and resources to help you and your buyers move to fair, safe, and outcome-based contracts.

No discriminatory clauses in tenders and contracts No one-sided contracts No unfair liquidated damages (LD) clauses	Physical health and safety of officers must be guaranteed Mental well-being of officers to be looked after Training to prevent Workplace Safety & Health (WSH) accidents	Contracts to be based on security outcomes, not number of headcounts Contracts to be developed based on professional risk assessment and integrated deployment of technology and skilled manpower Contracts to be fair-spirited - e.g., no disguising of manpower contracts as outcome-based ones
