NTUC has signed new partnerships with Amazon Web Services (AWS) and Huawei International on 21 April 2026 to accelerate AI adoption across industries and equip workers with future-ready skills.

 

The partnerships, formalised through a collaboration with AWS and a memorandum of understanding (MOU) with Huawei, will see both companies serve as NTUC’s first two Lead Multipliers.

 

The Lead Multiplier model builds on NTUC’s existing Company Training Committee (CTC) framework and complements its Queen Bee partnerships to drive transformation across sectors. They will work with businesses and workers through NTUC’s CTC initiative and CTC Grant to drive transformation at scale.

 

NTUC Secretary-General Ng Chee Meng said the partnerships are critical as AI reshapes jobs and industries.

 

“AI is transforming jobs and industries, and our priority is to support workers as their jobs and roles evolve. Through Lead Multiplier partnerships with companies at the forefront of technology, like AWS and Huawei, we can scale business and workforce transformation, including job redesign, upskilling and AI adoption, to help our workers progress alongside businesses as they transform,” he said.

 

Lead Multiplier model to scale AI adoption across industries

 

Under this approach, AWS and Huawei will leverage their technology capabilities, networks and client ecosystems to help companies access proven AI and digital solutions.

 

These solutions aim to improve productivity while supporting job redesign and workforce training.

 

Companies participating in transformation projects can tap on the CTC Grant, administered by NTUC’s e2i (Employment and Employability Institute), which co-funds up to 70 per cent of qualifying costs tied to business transformation and training initiatives.

 

CTCs are for both unionised and non-unionised companies.

 

NTUC and AWS to train 10,000 workers, transform 100 enterprises

 

As part of the partnership, NTUC and AWS will roll out the AI-Ready Enterprise initiative from 2026 to 2029, targeting 10,000 workers and 100 companies during this period.

 

The initiative has two complementary pillars:

 

  • Workforce training: Workers can access structured AI training pathways at three levels – AI Fluent (basic knowledge), AI Proficient (business application), and AI Specialised (technical deployment). Training is open to individuals aged 18 and above, with support available through NTUC’s Union Training Assistance Programme (UTAP).

  • Enterprise transformation: With AWS as a Lead Multiplier, the company will work with 100 companies under the CTC framework to assess AI readiness, implement solutions and support workforce training throughout the transformation journey.

 

AWS Singapore Managing Director Priscilla Chong said building AI capabilities is key to unlocking workforce potential.

 

“In the age of AI, the most valuable investment is in the people who can wield it. Building AI skills unlocks human potential at scale, transforming workflows and mindsets. Our initiative meets each individual where they are in their cloud and AI journey, providing tailored pathways that turn every employee into an innovator,” she added.

 

NTUC and Huawei to drive sector-wide digital transformation

 

Separately, NTUC’s partnership with Huawei will focus on applying digital and AI solutions to support companies under the CTC framework.

 

The collaboration will prioritise sectors such as financial services, internet, education and healthcare, where demand for AI-skilled workers is growing.

 

Huawei will also expand opportunities for local talent through internships and management trainee programmes.

 

Huawei International CEO Maxi Wang said the partnership will strengthen Singapore’s position in AI innovation.

 

“By cultivating a new generation of local talents who are fluent in multi-stack AI ecosystems, we are doing more than just preparing for the future. We are empowering Singapore to shape it,” he said.

 

The partnership with Huawei will focus on key sectors such as financial services, internet, education and healthcare, where there is surging demand for an AI-multilingual workforce with operational fluency across diverse technology ecosystems.

 

Beyond company-level efforts, Huawei will also provide training opportunities to the wider technology workforce, extending access beyond Institutes of Higher Learning and designated training providers.

 

Enhanced CTC Grant to support sector-wide transformation

 

NTUC is also strengthening its CTC Grant framework to support broader, sector-level transformation efforts through its Queen Bee partnerships.

 

With enhanced funding, Queen Bee partners can now lead cluster-level projects that involve suppliers and vendors across value chains, enabling deeper, more sustained transformation outcomes.

 

Looking ahead, NTUC will continue to expand both Lead Multiplier and Queen Bee partnerships to reach more businesses and workers, delivering stronger productivity gains and better career prospects in an AI-driven economy.

 

Mr Ng said: “In these partnerships with Lead Multipliers like AWS and Huawei, we want to get into professions like banking, financials and even healthcare, where we can bring AI to refresh business models, scale possibilities.

 

“Wery importantly, we want to introduce workers, including the PMEs, into these new areas of jobs that can bring better lives and livelihoods for all.”
